Hong Kong say that they are increasing their efforts to inspect traders' and restaurant premises to detect cruelty, mainly by using Urban Services Department Health Inspectors. They point out however that the more they seek to try to control the trade, the greater the risk of driving it underground. They also say, I believe correctly, that they cannot count on public support in implementing the laws.
I accordingly submit a draft reply to Mr Goodhew based upon
this advice.
