10. All this, taken together, shows that the Governor is

doing what is reasonably possible in the circumstances of Hong

Kong. Obviously, he says in his telegram, the severest critics

will not be satisfied; but we can justifiably defend his

position now. It may be some time before we receive anything

further from the Chinese authorities on the subject, and even

then it may not be in great detail. Many of the MPs who wrote,

asked us to raise the question in Peking. We have done so.

If we wait any longer for a considered response, there will be

further delay and no certainty of satisfaction at the end.

Recommendation

11. I recommend that we should send definitive replies now to

those MPs who are still in Parliament. I accordingly submit

a draft letter to Mr Tam Dalyell MP. When this is approved I

will submit similar replies to the other Members concerned.
