I enclose a copy of a recent broadcast on the animal trade in Hong Kong and also a copy of a memorandum on the subject by Colonel Boyle.
The problem appears to be largely political in that the trade is in the hands of Communist Chinese and the Hong Kong government is bending over backwards to avoid offending them. If we could make the Chinese government aware of what is being done in their name, as it were, they might be persuaded to put some kind of check on the trade in live animals. Can you think of a suitable approach we could make to China? I don't think pressure on the Hong Kong government, until the political obstacle is removed, will do any good at all.
