Messrs. Burgess and Dodge are not in any way included in the command structure of this Embassy, and are included on the Diplomatic List merely in order to give them a suitable status for negotiating with the European Commission
on behalf of the Hong Kong Government. The Head of Chancery does not therefore
feel that they should be integrated in the Diplomatic List "within the ranks of the staff", but rather should be listed seperately, as in the attached draft.
