We would, of course, always clear with you any new appointment; but you should know that we are tentatively considering Claude Burgess Colonial Secretary here from '58-'63 (when he retired), and since then a member of the EFTA Secretariat until the British element was with- drawn. In his last year or so with EFTA he spent the bulk of his time in Brussels maintaining contact during the negotiations for the expansion of the EEC. He therefore has the necessary contacts and experience. Though 63 he is still at the top of his form, and we think would do the job very well. He could also be trusted completely to keep in step with the Delegation and our Embassies.

We are anxious to get hold of Burgess and, if possible, would be grateful if you would confirm by telegram that you see no objection to such an appointment, and preferably also that he might be accorded Ministerial rank since this might affect his acceptance.

I enclose 4 spare copies of this letter. For the time being I would be grateful if its contents would not be disclosed to Dodge in
Brussels.
