8. The report has reached us under compliments from the Hong Kong Commissioner in London. We have not been told how it is being dealt with in Hong Kong. It will of course be necessary for the report to be digested and the financial implications looked at closely. Mr Watt's recommendations, however, as you will have noticed, do not imply extravagant Hong Kong Government expenditure. I
would not expect there to be too much difficulty in respect of the finance for the basic objectives, although the question of additional staff in certain instances may be questioned.

Subject to your views, I propose that we should write to Hong Kong, welcoming the report and its basic recommendations, along the lines that this seems sensible report which, if implemented, should improve Hong Kong's image quite considerably. In particular we could welcome the suggestion that Hong Kong's own established offices should be used together, where necessary, with routine work being done through our own Press Sections. This letter would issue from HKIOD. You might like to consider whether relevant extracts from this minute might be sent under cover of a short letter to those posts, both in the capitals and principal cities, which would be affected.
