its full time and energy to the overseas problem is essential. If it is to work effectively through the T.D. C. and the H.K.T.A., not only must those councils give this matter policy approval but effective co-ordination must be established in a manner that can produce quick results and dovetail into the working methods of those organisations. This co-ordination and the establishment of a small government unit with the necessary funds and flexibility is an essential first step which must precede my other recommendations. Obviously the size of the unit and the level of staffing must be a matter for the Director of Government Information Services to consider but for the purposes of a broad general estimate I have assumed that a Principal Information Officer, an Information Officer and a clerk and secretary would suffice in the initial stages. duties of this office would be to:

maintain regular government liaison with overseas offices through their parent organisations in Hong Kong and develop a background information service for those offices;

establish regular government contact with the lesser known European media representatives living in Hong Kong or passing through Hong Kong and to stimulate such visits;

establish government liaison with the information side of Consulates in Hong Kong representing E.E.C. member states with a view to providing

a public relations service for selected nationals visiting or in transit and to demonstrating more government interest in European communities living in Hong Kong;

establish a visit organisation and reception centre for co-ordinating inward missions from Europe which have a publicity objective;

5) Administer a contract-writing feature service to

meet requests from T.D.C., H.K.T.A. and Government information officers in Europe;

6) prepare a monthly government news-sheet geared to

the needs of Government, the T.D. C. and the H.K.T.A. for use by Hong Kong': overseas offices and, when appropriate, by British Embassies.

96. These first two essential changes take place in Hong Kong. Subject to these being carried out I have recommended the establish- ment of three, and possibly four, government information officers in Europe attached wherever possible to existing Hong Kong offices. The most urgent of these appoint ments is in Brussels, where there is a damaging vacuum in our information effort, and I recommend this appointment should be made at the earliest date.
