ten days of requesting it. Other British posts in Europe offer the same service to editors but it is not very successful unless there is a
'commercial traveller' to push it. I therefore recommend that if the co-ordinating and contracting arrangements can be established in Hong Kong, a new government supported information post should be created for Germany and an officer should be engaged in Germany by the T.D.C. and seconded to that office to work under the control of the T.D.C. representative. The principal tasks of this officer would be to:-
i) Exploit a Hong Kong contract features service on the
lines outlined above.
ii) Provide a liaison point with the London based Government
Information Co-ordinator during his travels.
iii) Provide intelligence relating to proposed visits of
persons of influence from Germany to Hong Kong and recommend assistance in selected cases.
iv) Provide additional assistance to the T.D. C. representative
in connection with his information and public relations functions.
62. Both the T.D. C. and H.K.T.A. in Europe are planning their publicity (within the limits of the staff and the money at their disposal) along effective 'hard-sell' lines to selected groups where results are most likely to accrue and effort is least likely to be wasted.
63. T.D.C. publicity falls into three main categories:
i) Publicity resulting from trade press promotions and
visits to Hong Kong.
ii) Publicity 'spin-off' from trade and product promotions,
trade fairs and publications.
iii) Releases through the European press service and their
monthly newsletter "Dateline

Hong Kong"
One of the most positive items we have to sell is "Investment Hong Kong" and they are entering energetically upon this comparatively new field. Their trade press kits include a translated I.S.D. commercial background fact sheet but more general Hong Kong background information is restricted to a copy of the I.S.D. publication "Hong Kong An Introduction” in English only. I recommend that this, or a briefer general background book, be prepared for inclusion in all pross kits and be published in English, French, German, Italian and Dutch and be frequently reviewed to ensure it is up-to-date.

64. The Colony Annual Report is about the only government publication which because of its lavish illustrations, its bulk and its concentration upon detailed statistical information, can reasonably be distributed in Europe in English only. But at present its distribution is regrettably
