I am not clear to what Miss Lakey objects (it was Miss Welch who telephoned me) but I think DTI's fears are that it will be difficult to reconcile the UK view on textiles with that of Hong Kong, and that the former might suffer and also that an undue proportion of time will be taken on the entry to counter this by pointing out our constitutional obligations and that what we are suggesting is a revision of the way which Hong Kong's work tackled in the EEC capitals. We could not avoid looking after Hong Kong.
