Androw Stuart will unfortunately not be in the Office next week. We expect that Nigel Watt's principal concern will be to discuss Hong Kong's interests in the EEC Capitals. Since the ELC is the responsibility within the FCO of European Integration Department we have arranged for Watt to see Braithwaite, who is Head of the Department. I shall also be present. Should there be other topics which he wishes to raise which are likely to be HIKIOD's concern I should be happy to see him earlier to discuss them before we go down together to Braithwaite. I also mentioned on the telephone that there is a possibility that there may be a Ministerial meeting in Bonn next Wednesday and Thursday in which case Braithwaite will have to go with the Foreign Secretary.
