1. I enclose for you and other recipients copies of a first shot of a brief I have prepared for next week's Council discussion on GSP.

I have not yet seen your Minister's final paper on GSP and it may be that fairly substantial revision will be required in the light of that. I have based my draft largely on the paper enclosed with Sidney Abramson's letter of 31 October to Brian Cubbon and the most recent GSP reporting telegrams from UKREP Brussels.

3. I should be grateful if I could have comments on the draft by, at the latest, close of play on Thursday, 7 November.

I should particularly welcome comments of Timms on the statement about Hong Kong. I hope that we shall be able to use this as the basis for answering Hong Kong telegram No 1091.
