As you know we unfortunately did not see any of the papers leading up to the agreement on GSP for 1975, in which the position of Hong Kong was dealt with. Lord Goronwy-Roberts was therefore unaware that this was coming up until it had already happened. I should be grateful if you and EID would in future make sure that any telegrams or important papers relating to Hong Kong and the EEC are copied to this office.
