1.

We spoke about Hong Kong telegrams nos 1091 and 1092 of 4 November. You explained that you had not yet prepared a draft for the Council of Ministers' meeting on 12 November, but that you would take account of Mr Jordan's points and hoped to send details of what we propose our Minister should say to Mr Jordan by the end of this week.

2.

We would like to send a short telegram to Mr Jordan explaining what the position is, in case he gets worried during the week. I attach a draft, and would be grateful for clearance of, and any comments you have on it by 1500 on 5 November.
