One is often in some difficulty over public

use of information coming out of Brussels because so much is deliberately leaked. (When can a leak be quoted?) However, in this case, as you know the Commission issued a press release in June, so we can quote that. We shall of course attribute to the unremitting efforts etc. but we can't make too much of it because we have no good news about textiles, and that is the trade that really matters. Its present difficulties are causing much more public concern than is the continued decline of the much smaller footwear industry.
