Austria introduced its Generalized Preference Scheme on 1
April 1972.

The Austrian Scheme provides unlimited entry at 30% tariff reductions on manufactured goods falling within ETN Chapters 25 - 99. Varying rates of tariff reductions are provided for agricultural products in BTN Chapters 1- 24, including duty-free entry for some of the items.
(ii) Exclusions

All cotton textiles as defined in the provisions of the L.T.A. and those products with respect.of which variable levies or equalisa- tion charges are, or will be, imposed according to Austrian law aro oxòluded from the Schome.
(111) Particular Exclusion
Hong Kong is the only beneficiary in the Austrian Sohene- boing discriminated against to the oxtent that proferential tariff ratou do not apply to imports from Hong Kong falling within the following Austrian tariff chapters :-
60 Knitted or orocheted goods
61-Artioles of apparel
62 Other Mado up textilo artioles
64 - Footwear
However sinco all cotton textiles are excluded from the Austrian Sohomo po in offect the acutal extent of discrimination only related to the non-cotton part of Chapters 60, 61 and 62 and the whole Chapter 64.

In a telegram dated 18 April 1972, AG reported he learnt from an Austrian representative in a conversation at the Third Session of tho UNCTAD that the specifio exclusion applied to H.K. had not been intonded by the Austrian Covernment but had been introduced by parlia- mentary amendment to the Bill to align with the Swiss CFS. ·

As far as non-cotton sectors in Chapters 60 to 62 are concernod, H.K. made satisfactory progress despite of the tariff disedvaniago. Import of non-cotton textilo items from II.K. for the period April 72 to March 73 was valued at AS219 millions (48.9% of overall import from
..) representing an increase of 37.3% over the precoding period.
