Fact Sheet on the Japanese Generalised Preferences Schame
Date of Implementation and Duration
Phase I of the Scheme commenced on 1st August 1971. Phase II was introduced on 1st April 1972. The Scheme will remain in force for the ten years ending March 1981.
Product Covorase and Nature of Preferences
(a) Unlimited entry at reduced tariff is allowed for 69
specifică agricultural and fisheries products falling within BTN Chapters 1-24.
(b) Duty-free entry is allowed for mest manufactured goods
falling within ETV Chapters 25-99, subject to annual quota ceilings.
(c) Entry at 50% of normal tariffs (m.f.n.) is allowed for
'51 selected manufactured products falling within BTN
Chapter 25-99, subject to annual quota ceilings.
(a) Jertain products including petroleum products, rubber
and plastic footwear, leather apparel, silk fabrics and plywood are excluded from the scheme.
Structure of the Scheme
(a) Annual quota ceilings are set for each product group in BTW Chapters 25-99 according to the following formula:-

Ceiling Basic Quota + Supplementary Quota
where Basic Quota = Value (or quantity) of imports from
beneficiaries in 1968
Supplementary Quota = 10% of value (or quantity)
of imports from other sources in the year 2 years before the year for which the ceiling is being sot. The Supplementary Quota will not be less than that of the previous year.
(b) For certain products preferential imports of which are
likely to be concentrated in the carly part of a year and thus likely to harm Japanese industries, the ceilings are divided equally for the first and second half of the year.
(c)
Despite the existence of quota ceilings, proferential treatment would be continually granted to imports of 110 (cut of 189) designated commodity groups including silk yarns, women's clothing and coramic products even after these imports have reached the ceilings, provided that Japanese industry is not adversely affected or until :subsequent measures are taken to suspend the granting of
such treatment.
