We now expect that in due course Dodge and Dorward (the Hong Kong representative on the GATT Textiles Surveillance Body in Geneva) will visit EEC capitals to speak to Governments about the memorandum (which by then Governments should have received) and to supplement this orally. Further copies of the memorandum could of course then be handed over for ease of reference. Complementary action is likely to be taken in Hong Kong with the EEC consuls-general. It is not yet clear when these approaches will be made. We favour linking action with specific activity on the GSP within the Community, such as discussion in the Committee of Permanent Representatives (COREPER). The Hong Kong authorities, however, favour an earlier presentation, particularly since it is not clear when the subject will next be discussed in COREPER. We shall be discussing the timing further with Hong Kong.

5. The object of this letter is to warn you that in due course action on the Hong Kong memorandum will need to be taken in capitals and that we shall be getting in touch with you asking you to assist Dorward or Dodge to make the necessary arrangements for calling on Governments, and, where possible, to accompany them on their calls.
