(b) effectively increase the discrimination
against Hong Kong without any benefits
accruing to the least developed of the
developing countries.

It is the view of the Hong Kong Government that there
is no justification for arrangements that would maintain
or exacerbate the present discrimination against Hong Kong.

It is hoped that the Commission of the European
Communities will feel able to support the United Kingdom
Government's proposal that the Community's Scheme should
from 1 January 1975 no longer discriminate against Hong Kong.
