Dear Mr Goodfellow
You will remember that at our meeting with Mr Tran of the Commission in Mr Ingram's office last Friday, I handed over some statistics he had requested in a telex dated 2 July 1974 (copy attached). I was able to provide him with details of Hong Kong export statistics in 1971, 1972, and 1973, for textile products and footwear in Regulation R/3505/73 (in EEC official journal L358 of 28 December 1973, which contains the EEC GSP regulations), but was unable to comply with the last part of his request concerning quantitative restrictions.
The Department of Industry is providing statistics for UK imports of these products from Hong Kong, and any quantitative restrictions which the UK operates against her. I should be grateful if you could request the Hong Kong Government to provide information on the volume of the quota restrictions operated by each member state on any of the products listed in R/3505/31 exported by Hong Kong. These statistics could be sent either to Mr Tran or to me, but I believe that speed is essential if the Commission is to have sufficient time to examine the effects of its proposal to include Hong Kong among the beneficiaries for non-sensitive, non-cotton textiles and for footwear, before the working group meetings resume in September.
A draft note of Friday's meeting is in Geneva with Mr Ingram, but I hope to be able to send you the full note shortly.
