Mr Hanna and I called at the Hong Kong Government Office on 16 July and discussed with Mr Peter Tsao (Assistant Director Commercial Relations, Department of Commerce and Industry), and Mr Jonathan Ng problems concerning the EEC GSP.

Mr Tsao was grateful for all the help that had been given and would be given to Mr Dodge and himself in their discussions in the EEC capitals. He thought the exercise had been very useful and it had clearly been brought home to him that the UK alone was not the arbiter of

Hong Kong's fortunes within the EEC. Mr Tsao gave me

the attached Speaking Note which he had drafted before coming to Europe, but which he had found unnecessarily formal and instead of reading it he had merely used it as a reference.

I gave Mr Tsao a resume of our talks in the Department of Trade with Mr Tran on 5 July.
