As I said, we were never really given any reasons why Ambassadors should not present the memorandum. I admit that my point about the political dividend here doesn't come out very strongly in the telegrams but it is there and I have said it so often and to so many people that I assumed it would get its fair weight. After all, of these two aims - removing discrimination and being seen to do everything we can to remove discrimination - it is the attainment of only the second that's in our own hands.
