There is a reference to Hong Kong in the passage on the Generalised Scheme of Preferences which appears on page 5 of FCO telegram to Bonn no. 376.

Hong Kong's case is not only that they want improvements in the GSP, but that they object to discrimination by the UK against Hong Kong and in favour of countries such as Yugoslavia. The purpose of this passage in the Secretary of State's speech is not only to try to get changes, but to show Hong Kong that we have done so.
The latter objective would, I think, be better achieved if the sentence could be amended to read "We need a substantial improvement to eliminate discrimination against Hong Kong.".

Would it be possible to amend the draft on these lines? I understand that Mr Youde has already spoken to you in the same
sense.
