5 For the moment may I suggest that you do not give Tran too much reason to think that we shall back his ideas. It is of course self-evident that anyone who wants to help the less developed developing countries ought to start off by extending the gsp to the things these countries produce - largely processed foodstuffs and this we shall of course push. We shall be glad to see Tran in London. No doubt he would find us somewhat easier to talk to after the election than before (or more difficult?). Meanwhile we shall see if we can find out more about why the Dutch take the line they do. From what officials have told me I think it is to some extent a bee in the bonnet of Dr Pronk but one still wants to know how it got there.
