It will be helpful to have Hong Kong's reactions to Martin Lam's telegram, though it remains that we need to know precisely what is in Tran's mind before we can make a judgment as to the value of his proposals for Hong Kong or, indeed, anyone else. I am bound to say, however, that we would see considerable difficulty in accepting that the inclusion of Hong Kong textiles and footwear in Community GSP had to be accompanied by further restrictions on the exports of other developing Commonwealth suppliers, particularly

India.

3. I was interested to hear of Maltzahn's observations about possible timing. I thought he was aware that the Commission gave specific undertakings to the Italian Delegation, during the 1973 negotiations, that they would table specific proposals to deal with the problem of highly competitive developing countries in the context of the 1974 review. Maltzahn may be right in thinking that the Commission would not wish to press the matter but the Italians are likely to press them hard for a "definitive" solution to the problem of highly competitive developing countries, and the Dutch are likely to pursue a similar line, though for somewhat different reasons.
