On the other points in your earlier letter, I
have seen Antony Fart's reply of 15 November which
covers the questions of interest to the DTI. On
our side there is one outstanding point the
location of Tom Aston's offices. Unfortunately the
idea of a move has had to be turned down for
financial reasons.
This decision was taken even
before the latest cuts. It is now probably
irreversible.
I fear all this sounds rather negative. But I
am very grateful to you for your detailed interest
her us in Hong Kong. There are certainly problems, there,
out of all proportion to the Colony's size. You
will probably have heard the disappointing news that
the Hong Kong Government have decided to negotiate
only with the Japanese to build their new under-
ground railway. But with a good FCO team on the
ground I believe we can keep the relationship with
Hong Kong under reasonable control.
