to Hong Kong. I would not of course wish to pre-empt the forthcoming talks with the Governor, but you may perhaps find this of some use as background to the three despatches recently. received from him and for the discussions.

I think the illwind of the present recession may in fact be bringing the benefit of some stimulation of fresh

thought in Hong Kong.

We should encourage this but carefully

both from the point of view of productive tactics with the Hong Kong Government and to avoid upsetting confidence in a period of uncertainty.
