Under the terms of a unilateral offer made by the British Governsent in a Declaration of 6th September 1973, the British Government undertake to maintain the sterling value, in terms of the United States dollar, of the sterling balances eligible for guarantee if, during the period 25th September 1973 to 31st March 1974, the average of the representative rate in London for sterling against the United States dollar is lower than $2.4213 * $1. The average for the period 25th September 1973 to end of December 1973 was $2.3847.
