HONG KONG COINAGE

1. We have recently had two requests from Hong Kong for formal approval, under the Hong Kong (Coinage) Order 1936, relating to changes in the Hong Kong coinage. Both requests have received the approval of the Treasury; the other United Kingdom authority whose approval is needed is the FCO. To confer this is within the competence of the department.

The processing of the second of the two requests, that contained in Hong Kong telno 220 Saving of 12 Septem- ber, has therefore been completed and I have sent a telegram to Hong Kong conveying approval as sought.

3. The earlier request, however, (Hong Kong telno 186 Saving of 2 August) is connected with the question concerning the activities of the World Coin Corporation. The history of this matter is set out in Mr Goodfellow's minutes of 28 June and 1 July. The letter from the Mint foreshadowed in the last paragraph of the latter of the two minutes in fact never arrived, I believe because of an illness of Mr Dowling. After prompting, the Mint have however now written to me (Mr Lotherington's letter of 4 October) which, with the information contained in Mr Goodfellow's minutes, forms the basis of the attached draft.
