While we do not wish to condone the business methods

of WCCI outlined in your letter, from our point of view we believe that there may be an advantage in employing the Royal Mint to manufacture proof and specimen coins and a specialist organization to sell them. I should perhaps add that the Royal Mint have already agreed to take part in such an arrangement.
The point you make in paragraph 3 of your letter was taken into account at an early stage in our discussions with McGrath of WCCI and he has agreed in writing to offer a one year contract. We hope, therefore, to be in a much stronger position than other countries have been to ensure that the Hong Kong Government obtains a reasonable share of the profits as the market for proof coins develops.
