7. Articles 1 and 2 are the key Articles of Convention No.98 and unless these can be applied a declaration would be meaningless. In a number of territories where the Convention has been declared fully applied, Direct Requests calling for an amendment to the law to meet the point made in paragraph 2 of the ILO's letter are already receiving consideration and in a few cases the law has already been amended. In view of the importance attached to this Convention by the ILO, it would be unwise for a declaration to be made unless it could be demonstrated beyond doubt that the Convention was being applied in law and practice.
