APPLICATION OF ILO CONVENTIONS TO

1. Mr James Sillars MP (Labour, South Ayrshire) has put down

a Question for written answer on 20 March to ask the Secretary of

State if he will list the ILO conventions fully operative in the

UK, but not fully operative, or only partially operative,

respectively, in Hong Kong. The easiest way to answer this is to

list the conventions which apply in the UK and the extent to

which they have been extended to Hong Kong.

I submit a draft Reply, which is based on information provided

by the Overseas Labour Adviser and agreed with Gibraltar and General

Dept. The latter have obtained the general concurrence of the

Department of Employment, which is the Department responsible

for matters arising from HMG's membership of the ILO.

3. I am afraid that the length is unavoidable from the nature

of the question. Since, however, we know that this subject is a

matter of considerable and continuing interest to Mr Sillars and

possibly to some other MPs, I think it is as well that it should

appear in full in Hansard.

4.

Because this is a factual answer and in view of the shortage

of time, Mr Youde has agreed that it should go direct from the

Department to the Parliamentary Unit.
