3. The Lord President has asked that briefing should take the form of a speaking note, which he could use verbatim, consisting of no more than 3-4 sentences and supported, only where necessary, by a short background note.

4. I should be grateful if notes on these subjects, on blue crested paper with 3 copies, could reach me by 1 pm Wednesday, 3 April. Any background note should be on a separate sheet of blue crested paper, with 3 copies.
