43. In May 1973, we recommended the creation of a super- numerary post of Administrative Officer Staff Grade B2 to head a unit for collecting and collating community information for use by the Government, and to carry out research on press, public opinion and media surveys.

Social Welfare Department

44. Our major recommendations in the area of social welfare were, in April 1973, for the creation of one supernumerary post of Principal Social Welfare Officer and 153 other supernumerary posts to implement a scheme for the payment of disability and infirmity allowances; and, in October 1973, for the creation of 11 supernumerary posts of Social Welfare Officer and 33 other posts to implement a scheme for providing Community and Youth Officers in 11 urban and New Territories districts.

45. In June 1973, we recommended the creation of 12 super- numerary posts for the operation of the scheme of compensation for victims of crimes of violence. To facilitate the establishment of an Institute for Social Work Training, we recommended in January 1973 the creation of a post of Principal and one other post and, in August 1973, the creation of five more posts.

Transport Department

46. In May 1973, we recommended the creation of 69 posts in new ranks of Driving Supervisor, Assistant Driving Supervisor and Driving Instructor (to replace 18 supernumerary Executive Officers) to enable the Commissioner to implement new arrangements for conduct- ing driving tests and to operate an indoor driving instruction and testing

centre.

Treasury

47. On the advice of the Standing Committee on Superscale Salaries, we recommended in October 1973 the upgrading of the post of Accountant General, in recognition of his important advisory role in connection with the Exchange Fund and investments.

Urban Services Department (for Urban Council)

48. The Urban Council Ordinance 1973 gave effect, from 1st April 1973, to the recommendations in the White Paper on the Urban Council,
