But if, as your telegram under reference envisages, there may be a delay of more than a month in completing the budget, then either the Defence Review consultations will, after all, have to take place while the budget is still in the balance, or they will have to be yet further delayed. As you can imagine, this would not be easy to sell here. Since knowledge of the Defence Review complications has been limited at your end, we are not sure whether the drafter of your telegram knew of the potential difficulty. In any event you may wish to consider the point now. As seen from here there would be advantage in not delaying the completion of the 1975/76 budget if it can possibly be avoided.
