one Chief Officer and two Principal Officers; and in July 1973, we recommended the creation of 125 additional posts, including one Superintendent, for the new Tai Lam Medium Security Prison.

Public Works Department

34. A substantial number of additional posts were recommended for this department during the year, in the main to meet new commit- ments, including:

(a) in July 1973, the creation of a supernumerary post of Chief Engineer and 13 other posts for the Buildings Ordinance Office, to deal with the civil engineering aspects of site forma- tion work;

(b) a supernumerary post of Senior Engineer and 22 supporting posts in August 1973, to establish a Transport Planning Group in the Highways Office, to work initially with and under instruction from consultants and subsequently to analyse and plan transportation on a continuing basis;

(c) also in August 1973, the creation of 12 senior posts (including one Director of Engineering Development and three Principal Government Engineers) and 49 other posts to form a New Territories Development Sub-department to carry out develop- ment work associated with the 10-year housing target in the New Territories; and the creation of one new post of Principal Government Town Planner and the transfer of 92 posts from the Crown Lands and Survey Office to form a separate Town Planning Office;

(d) in October 1973, the creation of additional posts of one Government Building Surveyor and one Chief Structural Engineer together with 57 supporting supernumerary posts, to eliminate delays in processing the work of the Buildings Ordinance Office and to enable the introduction of a formal programme of control and enforcement to ensure compliance with the Buildings Ordinance.

Rating and Valuation Department

35. We recommended, in May 1973, the creation of a new post of Deputy Commissioner of Rating and Valuation. The department's establishment has trebled in the last twelve years to meet its expanded activities, and the new post is required to relieve the Commissioner of certain professional, administrative and managerial duties.
