INTRODUCTION
THE Establishment Sub-Committee of Finance Committee was formed in July 1961 to examine requests for staff increases in the 1962-63 Estimates. Originally known as the Finance Committee Staff Increases Sub-Committee, it assumed its present title in July 1964.
2. The terms of reference of the Sub-Committee are
(a) Annual draft Estimates of Expenditure
To advise the Government whether its preliminary proposals for the provision of additional posts, or retention of super- numerary posts, should be included under the personal emoluments subheads of the draft Estimates of Expenditure. (b) Supplementary provision in respect of the personal emolu-
ments subheads of the approved Estimates

To examine all supplementary proposals put forward by the Government during the financial year for the creation of posts or for regrading of existing posts involving increased expenditure, and to make recommendations on them to the Finance Committee of the Legislative Council.
MEMBERSHIP
The Sub-Committee is composed of four Unofficial Members of the Legislative Council one of whom is the Chairman, and two Government officials. At the beginning of the year, the Chairman of the Sub-Committee was the Honourable H. J. C. BROWNE, O.B.E., J.P., the other Unofficial Members being the Honourable T. K. ANN, O.B.E., J.P., the Honourable James M. H. Wu, J.P., and the Honourable P. G. WILLIAMS, J.P. In May 1973, the Honourable P. G. WILLIAMS replaced the Honourable H. J. C. BROWNE as Chairman and in August 1973, the Honourable F. W. LI, O.B.E. J.P., joined the Sub-Committee as a member. The Secretary for the Civil Service, Mr. A. J. SCOTT, J.P. (Mr. S. T. KIDD, J.P., the Establishment Secretary, for the first half of the year) and the Deputy Financial Secretary Mr. D. G. JEAFFRESON, J.P., were the two official members. The Principal Assistant Financial Secretary (2), Mr. H. CHING, J.P. (Mr. A. J. SCOTT for the first quarter of the year) was Secretary to the Sub-Committee.
