(a) Building Plans
56. All private building plans must be submitted to the Public Works Department and approval to them and consent for com- mencement obtained before building work can begin. The numbers of new building plans submitted and approved in the years 1968 to 1972, and in the first nine months of 1973, are shown in Table 18 from which it is possible to obtain an idea of how the level of activity in the building and construction industry has been changing over time.
57. The figures for submissions and approv- als in any one year cannot be compared directly, but approval is granted in respect of a very high proportion of plans submitted. Activity in the building and construction
