APPLICATION OF INTERNATIONAL LABOUR CONNTION NO 82 TO HONG KONG
1.
In examining the position in regard to this Conven- tion in connection with the preparation of a brief for Mr Foggon's forthcoming visit to Hong Kong, it has come to light that HKIOD papers relating to the Labour Tribunal Legislation, HKK 5/23/72 were not referred back to this Department to note the action taken on the points raised in my minute of 4 July 1972; nor was a copy of the G3 Despatch of 7 July 1972 and a plain copy of the Ordinance sent to Gib and Gen Department. Action on our papers has therefore been hanging fire pending the receipt of these items.
2. I should be grateful if you could arrange now for a copy of the G3 Despatch of the Ordinance to which it relates together with copies of the minutes dealing with the points raised in mine to be supplied. Unless we are kept informed of changes in labour legislation we are not able to keep adequately under review the position of the territory concerned in regard to its ILO obligations. Apart from the position in a particular territory, it is most useful to have legal opinions relating to those aspects of the law which affect the application of Inter- national Labour Conventions in order to enable other territories to profit by the experience of the individual territory concerned. I should be grateful, therefore, if you could ensure that papers relating to any aspect of labour legislation could be referred to this section as a matter of course.
