REPORT ON LABOUR AND SOCIAL AFFAIRS IN HONG KONG

I am enclosing a copy of my report on my visit last month to Hong Kong. I have sent 6 copies to the Secretary for Social Services under separate cover.

As you know, I have been associated with labour and social affairs in Hong Kong since 1958 and against this background of experience I have sought in the report to draw up a balance sheet of progress and to survey the whole range of labour and social affairs as I see them. More controversially, I have sought to set all this within the framework of Hong Kong's economic and budgetary policies. I ought to emphasise hore that the roport gives my own viewa only and indeed the report is only now circulating within the Foreign and Commonwealth Office. had no opportunity therefore to find out what the official view here is about the various matters I have raised.

There are few subjects of importance on which it is not poasible to have differing views. If my romarks in places sound over-critical, I can only say that I am as conscious as anyone of what has been achieved in Hong Kong and I hope this is reflected in the report.
