Draft Report on Meetings with Mr. E. Tonkinson

Two meetings were held between Mr. E. Tonkinson, Director

of IPM, UK and members of the Personnel Management Committee on 25th February (at 10.15 a.m.) and 26th February (at 4.15 p.m.) in

the Association's Committee Room, Both meetings were chaired by Mr. R. G. Fox, Chairman of the Personnel Management Committee and

attended by members.

Discussions were centred around two subjects:-

The possibilities of establishing a Hong Kong Institute

of Personnel Management or other professional Personnel

Management Association.

Mr. E, Tonkinson was advised that during the past 20 years

and particularly over the last few years Hong Kong had gone through

a great change

there was rapid economic growth and improved standards of living for the people. The change in the industrial scene, affected by the higher standards of education, affluence and expectations of the work force who was now more vocal and active than in the past,

had underlined the need for greater expertise by management in handling industrial relations matters.

The growth and increasing complexity of labour legislation had led personnel management to play a more important role in Hong Kong's industrial and comercial scene,

2. The Need for Local Body

This being so, it was felt there was a definite need in

Hong Kong for establishing a Hong Kong Institute for developing personnel management. In addition, professional qualifications needed recognition, which would carry weight as well as status, In the event a local body
