You will have seen Hong Kong tologram no.467, on which a reply 10 outstanding. I am enclosing a reply on the lines of the attached draft, though your FCO colleagues have perounded me that it would be better to defor despatch of this until after Mr Barratt's lunch with Haddon-Cave later this week. In the meantime, I would be most grateful if you would let me have as soon as possible any comments on the draft in particular on the thirà sentence of para. 3.

I am also copying the draft to Payton and to Mias Pestell and, since they have already seen a similar draft (minus a new Bentence at the end of para. 3) perhaps I may assume their acquiesence if I have not heard from them by close of play today.
