June from Haddon-Cave in Hong Kong, in which he confirms that he will be coming to the CFM. He also asks to be allowed to attend the IMF/IBRD meeting in Washington under the auspices of the UK Delegation "again". I was not myself aware that it is usual for him to go to Washington too, but if it has indeed been normal practice, then I hope that there will be no question of him being "expelled" this year. As you know, he did not go last year, because he left the CF'ivi in Dar-es-Salaam early, so that he could go back to Hong Kong to consider the new sterling guarantee arrangements which were announced at that time.

I have already written to the Commonwealth Secretariat (and we have also tipped off the Canadians) about the need to provide a seat for the representatives of British Protected States and Dependent Territories. As soon as you confirm that Haddon-Cave can go to Washington, I will write and let him know about the seating too.
