1. I enclose a copy of the Commonwealth Deputy Secretary General (Economic)'s circular letter 9/74 of 16 January.

2. I am asking other departments within the FCO if they have any suggestions for the agenda, and an copying this letter to Ray Burber in the Bank and Jay in the ODA to the same end. We are also submitting within the FCO on the question of un FCO Minister accompanying the Chancellor.

John Cumbridge will go to the preparatory mooting ut Marlborough House. Will you be coming for the Treasury?

Last year you will recall that we invited certain British Dependent Territories etc to be represented at the CFM as part of the UK Delegation (Hong Kong, Bermuda, Belize and Brunei). I should be grateful Of these, only Hong Kong actually came. for your agreement in principle that at the appropriate time

Brunei could we should extend similar invitations this year. not be represented last year because the State Financial Officer had to accompany the Sultan who was visiting London at the time; and there was a last-mi..ute mix-up over whether Bermuda should be the venue for the 1974 meeting.
