Taking up a suggestion you made a day or so ago, I have drafto the sort of message which we might send to Haddon-Cave in Hong Kon giving him a little advance notice of what is proposed. I would be grateful for your comments together with these of Fayton, to whom this letter and the draft is copied.
2. I have in mind that we might send this immediately after the final decision has been taken by Ministers ie about a day or no before the Chancellor's message reaches the Governor.
