You have already seen various drafts of a suggested telegram to Hong Kong about their breaches of the Sterling Declaration.
2. As I told you on the telephone Barratt wishes to submit the matter to the Accounting Officer. Following a meeting with Barratt we have redone the draft again with the object of

(a)
reminding Hong Kong that they were warned before they made the last minute sterling purchases that we would not compensate on them;
(b) making clear beyond doubt that we are not
prepared to modify the accidental breach provision for the period of the new Declaration.
As you can see the line remains exactly as before but spelled out in more detail.

If you or the other recipients have any comments I should be grateful if you could let me have them by the middle of this afternoon.

I am sending copies to Stuart, Aust, and Barber.
