will not give permission to enter or stay in Hong Kong to Chinese inhabitants who go there illegally ..."

The meaning of the words "in principle" is not spelt out in the agreement although the Political Adviser made quite clear in the course of the talks those special categories of illegal immigrants whom it might not be easy for us to return. These include those already absorbed into the Hong Kong community; criminals, who would have to be dealt with under extradition provisions; cases of genuine hardship; or cases where the publicity would inhibit us from taking action.

To minimize the risk of misunderstanding the Governor has suggested that we should make clear to the Chinese our reservations about special cases. HM Ambassador agrees with this in principle, but thinks that it might lead to mis understanding if he took ac- tion in Peking. We await the comments of the Governor before de- ciding on what further action is desirable.
