Visit of the Chief of Defence Staff and Chief of the Air Staff.

CDS proposes to visit Hong Kong from 21-25 February and CAS from 25-27 February. We have pointed out the risk of their being confronted by questions on the Defence Review, but CAS, at least, has said that he will concentrate his attention solely on Royal Air Force units and will not engage in any activities, either business or social, other than

those connected with the RAF. It would be as well

to check that the Governor has no objection. (a) Control of Finance.

(Mr Holland may attend for this item.) The Governor will have seen the Governor of the Bank of England and Bank of England officials on the morning of

17 December. He may wish to follow up the thoughts in his letter of 2 December in response to your's

of 3 October.

(e) Royal Visit.

We know nothing of the proposed arrangements, which

have been discussed direct with the Palace. It would

be as well however to check on progress.

(f) Honours.

You may wish to discuss the attached draft letter to the Governor (not copied to other recipients of this submission).

(g) Labour Administration Training

Mr Foggon has suggested that we might mention the fact that Hong Kong has turned down places for the Labour Administration Training course for financial

reasons. He thinks this is a mistake, since the

course has been regarded as a necessary step to the higher ranks of the Labour Department in Hong Kong.
