I attach a suggested order of subjects.

This is designed

to cover first the general questions in which Mr Ennals is likely to be concerned for tonight's Adjournment Debate; followed by the specific problems which we have agreed to discuss with the Governor;

and finally the arrangements for Lord Goronwy-Roberts's visit to Hong Kong.
