I attach papers prepared for Lord Goronwy-Roberts's meetings with the Governor of Hong Kong. The most important problems, which the Governor hopes to discuss with the Secretary of State are the Death Penalty and the question of a Chinese "Representative". The papers on the Death Penalty are at Flag E. Far Eastern Department will be submitting separately on the "Representative".

2. I do not suggest that the Secretary of State should need study the rest of the papers but he might care to look at the Annotated Agenda for the talks with Lord Goronwy-Roberts which is attached below this minute. The Governor would like to discuss with the Secretary of State,

if time allows the broad outlines of the present and future problems of Hong Kong. The attached papers cover a complex of inter-related problems arising in this Colony where we have direct responsibility for four million people. Hong Kong is also a frequent subject of parliamentary and public interest in this country.
