The attached submission and draft minute are intended:
to give Lord Goronwy-Roberts the opportunity to confirm approbation of the general state of Hong Kong, expressed in our recent meetings;

to report to the Secretary of State on his talks with
the Governor;
to provide an agenda for the Secretary of State's own meeting on 24 June;
to give the Secretary of State a steer on outstanding
issues.
The main drawback to briefing the Secretary of State in
this form is that it involves the virtual abandonment of the
Creech Jones formula on the death penalty in Hong Kong• But the Governor accepts that Lord Goronwy-Koberts's view must be put to the Secretary of State provided it is also made clear that this is contrary to the direct interests of Hong Kong.

The minute has to reach Lord Goronwy-Roberts tonight. I have therefore not cleared it with all those concerned, though I have shown it to the Governor. If any of the addressees of this minute have comments, perhaps they would let me know.
